Can an absence SMS be sent to more than 1 contact?

Yes as long as setting include the sequence of Contacts.
However when sending an email or SMS, you can add an remove recipients. 

Go to 
  • Send Messages > Send Absence Notification > Search Absences 
Before you click Send All for SMS or email, click on the [+] next to each students name.
This feature enables you to view and select recipients.
To remove a recipient, click on the red X next to the their name.
