A student who is enrolled at the school will have FTE 1.0 by default - a full-time student at this school.
If a student is a shared enrolment, they will have a percentage or decimal value of 0.x depending on the number of days enrolled at each shared school.
eg. School A is 2-days per week, School B is 3-days
School A will have 0.4 FTE and School B has 0.6 FTE.
